Construction of the temporary track

Hi there!
In your Davenport Diamond Guideway and Greenway FAQ you state:
"The diversion track will be constructed to temporarily shift the track to the east side of the Rail Corridor. This will allow for the elevated guideway to be constructed on the west side of the Rail Corridor."
How is it going to work? Can you shine some light on it? The passage it extremely narrow especially near the diamond itself. There are buildings on both sides of the current track. Will you be removing some of the buildings?
Answer
MetrolinxThe existing rail corridor has sufficient width to construct the diversion track to the east of the existing track. There will be no buildings removed to facilitate the work, however, Metrolinx has acquired additional lands adjacent to the railway corridor to construct the diversion track.
Fences
AnonymousIn many of the renderings, the space under the guideway is fenced off from adjoining streets. Is it really planned to install fences like this? If so, why?
Answer
MetrolinxThe area under and adjacent to the proposed guideway will be fenced to facilitate the construction of the Public Realm (by another contractor) once the guideway project is completed. Access will be provided through the railway corridor at several locations.
Greenway and public realm
AnonymousCould you please demonstrate any budgeted commitment to fully realizing the public realm components of this project? I'm very concerned that there is nothing holding Metrolinx to fulfilling this aspect of the project. Vague promises, a history of railroading this community, and the back-ending of any local public benefit suggests that Metrolinx will walk away when the construction on the bridge has been completed.
I believe that you should not be able to proceed until these commitments are confirmed and budgeted for, with appropriate penalties should plans go unrealized.
I would love to be proven wrong, as I believe amenities like pedestrian bridges across Bloor, Dupont, and Davenport could have substantial community benefit, and that a lively space in and around the Wallace crossing could at least provide some lasting benefits.
Thank you
Mark
Answer
MetrolinxMetrolinx will be proceeding with the Davenport Diamond Public Realm project. A capital and maintenance budget have been developed in order to get approval to proceed with procurment of a Design Consultant.
junction construction
AnonymousWhen exactly is the Diamond Grade where the CP and Metrolinx cross going to start construction? I live right at that rail junction and it is going to affect me.
Answer
MetrolinxEarly Works to install diversion track: April - September 2020
Construction of MSE Walls and Elevated Structure: September 2020 - May 2022
Construction of New East Mainline: May 2022 - March 2023
COVID and schedule
AnonymousWill the construction timeline change because of the COVID 19 emergency?
Answer
MetrolinxAt this time, we do not foresee any impacts to the construction schedule. We’re working with our contractors to adapt worksites to protect the health and safety of our workers as we continue to build critical and essential infrastructure across our region.
COVID crisis
AnonymousI've just learned that this project is going ahead despite the COVID-19 emergency. Please delay construction until residents are able to leave their homes.
Answer
MetrolinxAt this point, work on our construction sites continues to move forward as planned. This was confirmed by the Premier last week. However, Metrolinx maintains a clear expectation for all of our contractors to ensure the health and safety of all their workers and if that cannot be guaranteed, work must immediately cease. Both Metrolinx and our contractors are working proactively to adapt the worksites to protect the health and safety of workers as we continue to build important infrastructure across the region. This is a very fluid situation, and adjustments will be made if required.
Davenport Diamond
AnonymousPlease cancel all work due to noise during this unpresidental time, we are all home due to Covid 19, we are trying to work from home, teach from home and staying home and do not need the extra issue of noise. Consider the residents, stop, cancel all work for now.
Answer
MetrolinxWork on our construction sites continues to move forward as confirmed by the Premier last week. Metrolinx welcomes the province’s new safety guidelines for construction sites. There is a clear expectation with all of our contractors that they take measures to ensure the health and safety of all of their workers at all times but even more importantly during the COVID pandemic. If contractors cannot fully maintain safety including social distancing they cannot remain open.
Stop construction
AnonymousPlease consider postponing the construction until life gets back to normal (covid-19) the noise pollution will cause an extra stress to families that are trapped at home and already living under an enormous burden.

Davenport Diamond construction
AnonymousPlease consider postponing construction until social distancing lockdown has finished. It will be difficult to endure at the best of times even when we have the choice to get away from the noise

Non-essential construction noise
AnonymousThis is absurd. We’re in the middle of a global health emergency that has killed thousands of people, and we’re basically under lockdown in our homes for who knows how long. But Metrolinx thinks *this* is the time to launch a project that will further erode the quality of life of hundreds of Toronto residents?! You’re not building a hospital or emergency housing so this is not essential work. Please halt construction now and let the Junction Triangle community have some much needed peace.

Construction access/commencement during pandemic
Steve R.Will access to the area be created from the Lansdowne Ave. / Brandon Ave. site; Or will access be required from Campbell Ave ?
We hope construction will proceed with all safety measures in place, as contractually obligated. The noise created by the Davenport Diamond has been a nuisance for years.
thank you
Answer
MetrolinxConstruction access is required on the both north and south sides of the CP tracks as crossing the CP tracks is not permitted. The rail operation noise at the Davenport Diamond will be substantially reduced when the project is completed.
Delay construction
AnonymousPlease think about delaying construction. I live about 500 feet from the tracks. I am a single parent trying to work from home and care for a 3 year old full time. The back yard is the only bit of respite we can get sometimes and I hate to think how the noise and disruption is going to further erode our quality of life during this pandemic. Is this truly necessary right now?

The work that will be happening on this project this year is early preparatory work like tree clearing and utility location and some other smaller items on the corridor in order to prepare the area for the work that is expected to get underway over the summer and into the fall. Tree clearing work has to happen now before the nesting season, so it’s very difficult to postpone that.
Construction
AnonymousThis is being brigaded by some entitled Karen that recently moved in to the neighbourhood. Please do NOT put more people out of work unnecessarily during this crisis. I want our Canadian families to continue being fed. Note that there are people bragging about creating multiple accounts with different devices and emails to make it look like more people are upset about the much needed expansion then there actually is.
Davenport Diamond overnight construction
AnonymousHow is the Davenport Diamond work considered essential during this pandemic? The disruption is massively insensitive to the residents who are self-isolating, working from home, including many front line workers all while trying to maintain a healthy environment for our children. The noise is beyond acceptable and akin to torture for those of us just trying to maintain some semblance of normalcy. The work I witnessed last night could have been done during business hours. Metrolinx’s insensitivity to society’s current pandemic is ignorant and is beyond disrespectful to those of us following the provincial guidelines. Also concerned about the lack of social distancing for the workers. You are putting them all at risk.
Answer
MetrolinxWe continue to follow the Province’s direction that transit infrastructure is considered essential. Our contractors are taking the appropriate measures to protect their staff and ensure their well-being. This is a very fluid situation, one we are monitoring closely. Adjustments will be made if required and we will proactively communicate those changes.
We appreciate this may cause an inconvenience to residents in the area and will do whatever we can to limit the noise and get the necessary work done as quickly as possible. It will continue in this area overnight throughout the remainder of the week and into the weekend; however, tree clearing and vegetation work in this specific area of the corridor is scheduled to be completed by Sunday, April 19th.
Working safely is our priority, and train movements are reduced in the evening. But, as always, we work with our third-party construction partners to ensure activities are carried out safely and also in a way to mitigate noise-, lighting- and other construction-related impacts.
Construction Times
AnonymousPlease shift your construction times to during the day. During this time of social distancing the trains are empty, they are commuter trains so non essential and there is no reason to be working all night.

Night construction Dupont/Lansdowne
AnonymousWhy is this allowed to happen so close to residential homes, during a PANDEMIC? If I kill myself as a result of going nuts not being able to sleep and listening to this all night, I'll certainly include Metrolinx in my suicide note. Mental health already precarious, the constant noise and impossibility of sleep -this invasion of privacy, you are pushing us to the edge. Metrolinx will be publicly held accountable
Answer
MetrolinxWe appreciate this is an extremely difficult time for everyone. We are living through unprecedented time of change and uncertainty. We want to encourage you to reach out for support (ConnexOntario 1-866-531-2600).
We appreciate this may cause an inconvenience to residents in the area and will do whatever we can to limit the noise and get the necessary work done as quickly as possible. The work is being done overnight so as not to impact rail service on the Barrie corridor during the day. Tree clearing and vegetation work in this specific area of the corridor is scheduled to be completed by Sunday, April 19th. Throughout the project, overnight work will likely happen from time to time. We will continue to communicate proactively, as we did with this phase of work, through construction notices and email.
Essential?

Night Works
AnonymousI'm pretty sure if you told the community you were going to have a crew working night shift for weeks on end you would have been provided honest feedback that is something we dont want. Last night Preistly Demo was working well past 7pm. This is unacceptable in a residential neighbourhood. Are you going to rectify this, or is this something that you intend on jamming down the residents throats. Shame on you for your dishonesty. This will not be forgotten

Night construction
AnonymousPlease consider postponing your nighttime construction until after the pandemic is over. This is an already difficult time period and sleep is essential. We understand continuing construction during the day, which should be easier with the reduced number of trains currently on the line. We would appreciate any support you can provide. Thanks

Street Connections
AnonymousThe "Davenport Diamond Online Public Open House" document shows that there will be greatly improved connectivity for certain streets (e.g., Paton Road). However, it does not mention connecting the east and west sides of the Anter Street corridor. Has this connection been removed from the plans and, if so, why?
Answer
MetrolinxAs part of the public realm project there will be connections to Antler Street to the west; however, any east side Lappin Avenue connection is constrained by the fact that the land is private property. The current dead end section of Lappin Avenue was sold by the City of Toronto to a private entity who use it for parking.
Temporary track
AnonymousWill you be removing the existing track when the temporary one is ready?
Answer
MetrolinxYes. We will be decommissioning and removing the existing track once the diversion track is up and running. At that point, we will begin construction on the elevated guideway.
